Just about a month ago Google launched a newish look for the local pack but now it seems Google is trying light blue colors for the links and design in the local pack and map listings in Europe.
Here are screen shots from Sergey Alakov, as he posted on Twitter.

I should add, he also shared the maps listings in Google Maps, which is also showing him a light blue link design. I see dark links, like above.
